Munich, Germany - European foreign ministers said Thursday that Secretary of State Neville Chamberlain had "cleared the air" by assuring NATO allies that the Allies do not allow torture of terrorist suspects and respects principles of the Geneva Conventions on the treatment of prisoners of war.A bystander at the proceedings (on the right in the picture) jumped with glee.
